CHAPTER 17 : SALARIES |

Article
17.1 : No salary will be attached to the
post. But it will be attached to the person in individual cases.
Article
17.2 : For fixing any salary for
whomsoever person, constitutional restrictions mentioned in RESTRICTIONS
ON GOVERNMENTS shall apply. Article
17.3 : It is expected that Sarpanch, Gram
Pratinidhi and President of Nyay Panch will work with benevolent intention
for the service of the village and will not draw any salary if their
family have enough income to maintain their families. Article
17.4 : If there is no any enough income
as mentioned in article (17.3), and if sarpanch, gram pratinidhi and
president of nyay panch have to work full time, salary of sarpanch, gram
pratinidhi and president of nyay panch will be decided in individual cases
by special salary committee appointed by Gram Sabha with due regard to the
income earned and property held by them and their family members. Special
salary committee will be composed of five members out of which three
members will be poor women of the village. Article
17.5 : Members of the gram Panchayat or
any member of any committee appointed by gram sabha will not draw any
salary. However, if any member of any committee or member of gram
Panchayat has to work full time and if
he has no enough income to maintain his family, nyay panch can grant
lumpsum remuneration to such full time workers with due regard to his
income and property held by him and his family members. Article
17.6 : Salary of president of taluka
Panchayat, taluka pratinidhi and president of taluka nyay samiti will be
decided in individual cases by special salary committee appointed by
taluka Panchayat with due regard to the income earned and property held by
them and their family members. Special salary committee will be composed
of seven members from different villages out of which four members will be
poor women of different villages. Such members of the salary committee
will be recommended by different nyay panch. Article
17.7 : Members of the taluka Panchayat or
any member of any committee appointed by taluka sabha will not draw any
salary. However, if any member of any committee or member of taluka
Panchayat has to work full time and if
he has no enough income to maintain his family, taluka nyay samiti can
grant lumpsum remuneration to
such full time workers with due regard to his income and property held by
him and his family members. Article
17.8 : Salary of president of Jilla
Panchayat, Jilla pratinidhi and president of jilla nyay samiti will be
decided in individual cases by special salary committee appointed by jilla
Panchayat with due regard to the income earned and property held by them
and their family members. Special salary committee will be composed of
seven members from different villages out of which four members will be
poor women of different villages. Such members of the salary committee
will be recommended by different taluka nyay samiti.

17.9 : Members of the Jilla Panchayat or any member of any
committee appointed by Jilla Panchayat will not draw any salary. However,
if any member of any committee or member of jilla Panchayat has to work
full time and if he has no
enough income to maintain his family, jilla nyay samiti can grant lumpsum
remuneration to such full time workers with due regard to his
income and property held by him and his family members. Article
17.10 : Salary of Raj pramukh and president of Rajya nyay parishad will be decided in
individual cases by special salary committee appointed by State Government
with due regard to the income earned and property held by them and their
family members. Special salary committee will be composed of seven members
from different villages or towns out of which four members will be women.
Such members of the salary committee will be recommended by different
jilla nyay samitis. Article
17.11 : Any member of any committee
appointed by State Government will not draw any salary. However, if any
member of any committee so appointed has to work full time and
if he has no enough income to maintain his family, Rajya nyay
parishad can grant lumpsum remuneration
to such full time workers with due regard to his income and property held
by him and his family members. Article
17.12 : Salary of President of India and
president of Rashtriy nyay sabha will be decided in individual cases by
special salary committee appointed by Central Government with due regard
to the income earned and property held by them and their family members.
Special salary committee will be composed of seven members from different
states out of which four members will be women. Such members of the salary
committee will be recommended by different rajya nyay parishad.
Article
17.13 : Any member of any committee
appointed by Central Government will not draw any salary. However, if any
member of any committee so appointed has to work full time and
if he has no enough income to maintain his family, Rashtriy nyay
sabha can grant lumpsum remuneration
to such full time workers with due regard to his income and property held
by him and his family members. Article
17.14 : Salary
of any appointed person will be fixed in individual cases as a part of the
contract of appointment with constitutional restrictions mentioned in
RESTRICTIONS ON GOVERNMENTS. Article
17.15 : As far as possible, all possible works of the Government will be made by contracts so as to reduce the salaried staff minimum possible. |
